Attached is a procedure that converts CCSDS OEM version 3 files into version 2 files. The FreeFlyer team is tracking native support for version 3 files in a future release, but in the meantime folks can use this so you don't have to manually edit your version 3 files to use them with FreeFlyer. Works for both FreeFlyer 7.9.1 and 7.10. You will need to provide your own CCSDS OEM version 3 file as an input to use this procedure.

Relevant for fixing these runtime error messages:
Message: Failed to parse CCSDS OEM.
Message: Failed to validate CCSDS OEM.
